The Spring Festival of the the Year of the Loong has just passed, and the war of "robbing people" has started again. Jiaxing is also unwilling to be outdone.


At present, Jiaxing has organized 16 small teams of 203 people to carry out 37 on-site recruitment activities in 6 provinces and 25 places including Sichuan and Hunan, with 20300 positions provided by 135 enterprises. At the same time, various methods to attract outstanding talents such as the New Year's College Student Recruitment Fair, the Enterprise Assistance Network Recruitment Fair, and the High Level Talent Negotiation Fair have emerged frequently, striving to take the lead in recruitment.

During this period, reporters have traveled to various places to gain a multidimensional and multi perspective understanding of the post holiday "grabbing people" war, and have asked three questions: Why is Jiaxing grabbing people? What do you rely on to grab? What should I keep?


Why grab?


Before exploring why we are grabbing, we need to first understand who Jiaxing is actually grabbing.


Data shows that in 2023, there were a total of 33 industrial categories and nearly 50000 manufacturing enterprises in the city, with an added value of 293.36 billion yuan for industries above designated size, ranking third in the province; The manufacturing industry contributes nearly half of the city's GDP and creates nearly half of the tax revenue. Such achievements cannot be achieved without the strong support of industrial workers and skilled talents, which is also a key direction for Jiaxing's "talent competition". We can also gain some insights from the recruitment positions in enterprises.


In Jiaxing's first cross provincial recruitment after the Spring Festival in the the Year of the Loong, Hezhong New Energy Automobile Co., Ltd. launched 200 jobs involving 13 types of work, including stamping workers, welding workers and painting workers, with monthly salary ranging from 5000 yuan to 8000 yuan. Chint New Energy Technology Co., Ltd. has launched over 400 positions involving quality inspectors, forklift workers, and other professions, with an average monthly salary of 7000 yuan.


"We have launched 20300 cross provincial recruitment positions this time, with manufacturing positions accounting for the majority, and the number of enterprises and recruitment routes is higher than last year. In Yunnan alone, the number of employing enterprises has increased by 11 compared to last year," said Dong Huibin, Deputy Director of Jiaxing Employment Management Service Center.


Before the cross provincial competition, the Municipal Human Resources and Social Security Bureau conducted a survey of 5000 enterprises and found that more than 1700 of them had job shortages, with over 70 companies having over 100 job vacancies. Chen Xiaokang, the recruitment director of Chint New Energy Technology Co., Ltd., admitted that the main purpose of the company's recruitment is to fill the gap in personnel flow after the new year and ensure resource security for the annual development.

"On the one hand, going out to 'grab people' is to build a platform for labor shortage enterprises. Even if there are only a few enterprises, we should provide good services to help them stabilize work and production. On the other hand, cross provincial recruitment is also a display of the city's image, attracting more people to come to Jiaxing for employment and entrepreneurship." As Dong Huibin said, when recruiting in Yongshan, Yunnan, local Sun Tingfeng learned about Jiaxing's development prospects and set off the next day to come to Jiaxing.


The reporter learned that currently, there are 57000 migrant workers from Yongshan, Yunnan who work outside the province, of which 31500 are in Jiaxing, accounting for 55%. This is closely related to Jiaxing's insistence on cross provincial "talent competition" for many years.


Of course, the development of industries in a city requires not only ordinary workers, but also skilled talents.


In 2022, Jiaxing proposed that by the end of the 14th Five Year Plan, the number of skilled talents in the city will reach 1.3 million, while there are currently 1.085 million skilled talents, and the impact of the gap is more evident in enterprises.


With the transformation and upgrading of enterprises, the demand for intelligent and skilled talents in Zhejiang Shengnaier Clothing Co., Ltd. is increasing day by day. "We have a great demand for talents with Internet marketing, operation and maintenance automation equipment skills, and there has always been a shortage of people," said Xia Liangen, the head of the enterprise.


The same situation also exists in Qisheng Technology Co., Ltd. "At present, there is a shortage of about 50 people in our R&D positions, such as the position of electric push rod engineer, which needs to solve the noise problem of smart beds during the lifting process, but we have not found a suitable candidate." At a recent job fair, Fan Junyi, the recruitment director of Qisheng Technology, told reporters.


As one of the largest listed companies in Jiaxing, Jushi Group has over 6000 frontline skilled talents in 2023, but there has always been a shortage of employment demand. "We will have new bases put into use, but there will be personnel turnover, and the recruitment of skilled talents will be a work that runs throughout the year," said Chen Qingyu, General Manager of the Human Resources Department of Jushi Group.


Through visits to multiple enterprises, the reporter found that in the current and even for a long time in the future, filling the gap in skilled talents will be a direction for enterprises to compete for talent. Li Jianye, Director of the Industrial Development Department of the Municipal Bureau of Economy and Information Technology, believes that "the economy is recovering well, market demand is gradually increasing, and enterprises need more industrial workers and skilled talents."


At the same time, the reporter also sorted out the "talent grabbing" wars in various provinces and cities in the Yangtze River Delta, and found that not only do they match Jiaxing's demand for industrial employment, but the enthusiasm for "talent grabbing" is also very high. On the eighth day of the Lunar New Year, recruitment groups were organized in Hangzhou, Wuxi and other places, and as early as the end of last year, Shanghai began to go out to "grab" people. "This approach not only reflects the strong desire of various regions to" compete for the economy ", but also objectively reflects the reality of labor shortage at the beginning of the year." Guo Ruping, an associate professor at the School of Business at Jiaxing University, believes that in 2023, the working age population in China will decrease by 10.75 million compared to 2022. At the same time, in many young people's career choices, "Factories and enterprises are not the first choice, which will further deepen the concerns of enterprises about the difficulty of recruitment. Jiaxing must take the initiative to" grab people ".

What do you rely on to grab?

In 2023, Jiaxing introduced 114000 employed college students, ranking 21st in the 2023 China Urban Talent Attraction Ranking and 24th in the "95s" Talent Attraction Cities Ranking. This highlights Jiaxing's strong attraction to migrant populations and its emphasis on "grabbing people".


"In the past three years of the epidemic, we have chartered airplanes and trains to pick up workers from other places to return to Jia for employment. This year, we have ensured the return of migrant workers to work through chartered trains and transportation subsidies. Currently, the return rate of employees in 90% of enterprises in Jiashan County is around 80%." said Ma Jiong, Director of the Employment Management Service Center of Jiashan County Human Resources and Social Security Bureau.


After the Spring Festival, it is a crucial period for fresh college graduates to find jobs. In response to this, 10 specialized public human resources markets and offline platforms such as Jiaxing Personnel Talent Network in the city have launched many job positions. "We have collected over 1000 household enterprises online and launched more than 50000 positions." Liu Yuqiang, Deputy Director of Jiaxing Talent Exchange Service Center, believes that this can further improve the success rate of job seeking for college graduates.


The reporter noticed that the "2023 Graduates Employment Quality Annual Report" of Jiaxing University shows that the proportion of 2023 graduates choosing to work in Zhejiang has reached 80.06%, of which 44.02% choose to stay in Jiaxing.


"Our school is in line with the local industrial development of Jiaxing, strengthening the integration of disciplines, majors, and industries. Following this direction, the reporter also found that many enterprises in Jiaxing have cooperated with vocational colleges in order classes. At present, vocational colleges in the city have launched apprenticeship pilot joint training programs with 315 enterprises, offering 45 "dual system" classes and enrolling more than 1800 students. More than 90% of the participating students have directly signed contracts with joint training enterprises.


Shen Jianlin, Vice President of Pinghu Technician College, admitted that in order to avoid students lagging behind in industry development, students spend half of their time studying the latest courses in enterprises. "Our school's order class mainly cooperates with advanced manufacturing enterprises, and the salary and benefits are very attractive. Some companies even offer 6.5 months' salary as year-end bonuses. As Shen Jianlin said, for job seekers, industry prospects, company strength, and other factors are important considerations for career selection and employment.".


At present, Jiaxing has 87 listed companies, ranking third in the province in terms of quantity, including 65 A-share listed companies, more than many "trillion dollar club" cities such as Nantong, Fuzhou, and Yantai.


"The number of listed companies reflects the size of a local industrial development 'container'. The larger the 'container', the more job opportunities it provides," said Lu Yifeng, head of the Capital Market Department of the Municipal Financial Office.


The reporter also conducted a rough statistics on the recruitment salaries of some listed companies in Jiaxing, and found that many companies have a monthly salary of over 10000 yuan. In addition to paying attention to salary and benefits, many high-level talents also attach great importance to the platform's "value". In 2023, around 30 master's and doctoral talents joined the South Lake Laboratory, coming from all over the world and ultimately choosing to pursue their dreams in Jiaxing. "We are a national key laboratory with a very good research atmosphere. This year, we also plan to attract around 100 master's and doctoral talents," said Xu Xingen, Minister of Human Resources at Nanhu Laboratory.


At present, Jiaxing has 44 innovation carriers jointly built by the government. The sci-tech innovation platform has now built or participated in the construction of two State Key Laboratory and three provincial key laboratories. The number of provincial new research and development institutions ranks first among the prefecture level cities in Zhejiang Province. From the perspective of location advantages, Jiaxing is less than a hundred kilometers away from cities such as Shanghai, Hangzhou, Jiangsu, and Hubei. The aviation dream is shining into reality, and the half hour high-speed rail circle is constantly extending... These will become a trump card for Jiaxing to compete for people.

What should I keep?


Last year, the registered residence population of Jiaxing exceeded 3.76 million, and the registered residence population increased by 19200, ranking the second in the province in terms of total growth. "People follow the industry, and abundant employment opportunities are the key reasons for the expansion of urban population." In Jiaxing, taking the new energy vehicle industry chain as an example, Aihua (Zhejiang) New Materials Co., Ltd. seized the opportunity of domestic substitution in the new energy industry and successively became a leading global electric vehicle enterprise and a first level qualified supplier of eight mainstream OEMs such as SAIC, Geely, and Chery. The industry scale grows exponentially every year. At present, the company has more than 230 employees, and the demand for employment is still increasing.


"The development of the new energy vehicle industry is on the rise and requires a large number of talents. Our core R&D team consists of 70-80 people." Xu Ping, founder of Aihua (Zhejiang) New Materials Co., Ltd., said that in order to develop new products, the company has signed a cooperation agreement with Pinghu Research Institute of Zhejiang University of Technology. In the future, more leading technologies and products will drive the development of the company, and the demand for talents will also rise sharply.

The rapid development of manufacturing, especially high-end manufacturing, can attract a large number of employed population. At Chint New Energy Technology Co., Ltd., the reporter met 22-year-old Liu Weidong. Three years ago, he came from Henan to work in Jiaxing after graduating from high school. Now, with the company's policy support, he has applied to Zhejiang Vocational and Technical College of Economics. Not only can he receive an annual education subsidy of 1000 yuan, but he has also grown from a general worker to an equipment assistant engineer. At Minglong Holdings Group Co., Ltd., 55% of its employees are from outside the city. The company not only helps out of town employees solve their children's education problems, but also provides various skills training to enable employees to achieve practical growth. "We also planned enterprise activities this year for employees and their families to participate in, so that everyone can find a home atmosphere in their work," said Guo Fengen, Deputy Secretary of the Party Committee and CEO of Minglong Holdings Group, who was originally an ordinary employee from outside the city.


Through the "small circle" of enterprise employment, the reporter also saw the "big ecosystem" of Jiaxing's employment.


"We have been implementing the 'Skill Jiaxing' action, launching city wide vocational skills training courses, high skilled talent training courses, vocational skills competitions and other activities. In 2023, we conducted 'order based' training for key industries for 223700 people, adding 40200 new skilled talents."
